Light touch-up where a simple two-edge blade is plenty — you are paying for four ground edges you won't use.
It is not an applicator, not a pry, not a struck tool.
It is host-specific to the 10530 (with the 10540 cross-fit unresolved, above).
And the four-edge system does not make carbide's promise: this is steel, and hard old coatings will still dull it — the design's answer is four edges and a file, not an edge that never quits (that is the carbide 11171 story, on a different head).
Steep angle, edge trailing, pull toward the body with weight over the cut
Start with a rough edge on the worst of the failure, working to the boundary of sound paint and no further; switch to a smooth edge to clean up the same run. Keep strokes with the grain on wood. The four-edge design rewards a deliberate rotation habit — the painter who cycles edges keeps a keen cut all day; the one who rides a single edge into dullness is filing when he could be scraping.

What do the four edges do?
Two are rough (hog heavy build), two are smooth (finish the pass). Rotate all four before filing.
Which scraper does it fit?
The Hyde 10530 (1-1/2", 4-edge). A 10540 (2-1/2") cross-fit is sometimes implied but unconfirmed .
Single or pack?
This is the single. The 11125 is the same blade in a two-pack.
Steel or carbide?
Steel — you resharpen it. The carbide route is the 11171 on a 2" head.
Do I still file it?
Yes, after you've used all four edges; then dress and keep going.
