A wire block cuts on the tips, like any wire brush

but the block geometry changes how you load it. The pressure comes from downward force (arms, or body weight down a pole), spread across the whole bed, in overlapping straight strokes. Don't rock it up onto the leading edge — that puts all the load on one row of wire and wears the block unevenly; keep the bed flat so the whole face works. On a pole, let the pole's length and your weight do the pressing; don't fight it with your wrists. When the bristles take a set or splay, the block is near end-of-life for aggressive work — a wire block that's lost its stiffness burnishes instead of cutting. And it's carbon: dry it after wet use or it rusts and sheds.
