It does not authorize opening a bale while it is in a press, clamp, lift, conveyor, feeder, opener, or other powered system.
Evidence boundary: Hyde’s held product record establishes three bare mill-blade identities, their listed dimensions, flat-grind family, and Standard high-carbon-steel designation.
Job: remove only a verified slack, non-load-bearing outer wrapper from an identified bale that has already been placed in a proved stable, de-energized wrapper-opening state; preserve the contents; account for the blade and all packaging; and hand the opened bale to the next authorized process.
Time: no universal duration is stated. Identification, restraint-release evidence, machine isolation where applicable, and area release take as long as the exact system requires. The knife portion does not begin while any of those gates is open.
Difficulty: high-consequence process control. Cutting slack sheet may be mechanically simple. Proving that the sheet is only a wrapper—and not part of the bale’s restraint system—is the expert work.

All three are bare blades, not complete hand tools. This row registers no handle. Nominal width, apparent seating, or a successful past cut does not prove an exact blade-to-handle pairing, retention method, projection, or safe assembly.
Everything else the job requires: the receiving or production record that identifies the bale and its contents · the supplier’s current packaging description or diagram · the facility’s exact bale-receiving and opening procedure · written proof that the wrapper-only state has been reached · the machine-specific hazardous-energy procedure if equipment is involved · an approved stable placement or restraint arrangement · a controlled and identified complete cutting assembly · the facility’s named cut zone, path, support, and stop criteria · a designated wrapper-waste container · a rigid blade/sharps route · a tool-and-fragment accountability record · inspection and material-disposition criteria · housekeeping controls appropriate to the actual contents and packaging · task-specific protection selected by the employer’s hazard assessment. None of these is supplied by the three bare blades.
Separate four jobs that are often hidden inside “open the bale”
Receive and identify the load. Confirm what arrived, how it is packaged, which surfaces and components are wrapper, and which elements are structural restraint.
Make the load and equipment safe. Place or secure the bale under the exact handling procedure; isolate any powered equipment; and resolve compression, restraint, gravity, and motion hazards.
Release structural containment. Remove or otherwise resolve bands, wire, straps, ties, tensioned closures, or press restraints under a separate system-specific procedure.
Open the slack wrapper. Cut and remove only material already proved to be non-load-bearing.
This guide owns only job 4. A person qualified to cut a wrapper is not thereby qualified to release a bale’s containment system, operate a bale clamp, enter a feeder, or decide that a restraint is unloaded. A mill blade is not a band cutter, wire cutter, pry tool, probe, clearing stick, or substitute for the required restraint-release equipment.
If jobs 1–3 are undocumented, incomplete, or disputed, mark the bale HOLD—NOT WRAPPER-ONLY. Do not conduct a small “test cut” to discover whether a component is loaded.
Before anyone exposes a blade, put one controlled record beside the job. It should close these fields:
Bale identity: supplier or internal source, receipt or lot identity, contents as stated by the controlled record, destination process, and any process-specific segregation requirement.
Packaging map: each visible layer and closure identified by the supplier or facility as wrapper, restraint, protective panel, label, liner, or unknown.
Structural-release evidence: the exact procedure used, responsible qualified role, observed completion time, and positive verification that every load-bearing restraint has been resolved.
Wrapper-only method: approved cut zone and path, body and bystander positions, support or protector if required, permitted assembly, stop conditions, wrapper-removal method, contents-inspection criteria, and cleanup route.
Final handoff: who inspects the opened bale, who accepts or rejects contents, who owns packaging waste, and who may release the next process.
The packet must distinguish facts from assumptions. “Normal bale,” “standard wrap,” “already loosened,” “same as last time,” and “looks slack” do not close a field.
Admit the job through explicit states
Use three states so a production schedule cannot turn a partial check into permission:
HOLD—NOT WRAPPER-ONLY
This is the default. Keep it when identity is incomplete; any closure is unknown; any band, wire, strap, tie, net, or wrapper may be loaded; the bale’s position or contents are changing; powered equipment is not under the required state; the opening procedure is absent; or the complete cutting assembly is not released.
WRAPPER-ONLY ADMITTED
Use this state only when the controlled record positively establishes all of the following:
the bale and contents are identified;
the visible outer sheet or bag is specifically identified as non-structural wrapper;
the wrapper is slack and the approved inspection finds no evidence that it is carrying load;
the bale is in the stable state named by the facility;
powered equipment is outside the job or under the machine-specific verified state;
the exact wrapper-opening method, stop conditions, and responsible people are present; and
the complete cutting assembly has passed its separate configuration and retention release.
Absence of a visible band is not evidence that there is no internal, hidden, or previously cut restraint. A cut closure lying nearby is not evidence that release was controlled. The responsible record must say the wrapper-only state was achieved.
WRAPPER REMOVED—AWAITING HANDOFF
This means the wrapper is off, the blade and components are accounted for, waste is controlled, contents have received the required inspection, and no unexplained movement, damage, contamination, foreign material, or missing packaging component remains. It does not authorize the next machine to start. The receiving process supplies its own release.
Establish the safe work boundary
If the bale is separate from machinery
Use the facility’s approved placement and stability method. Keep people outside any movement or fall zone defined by the facility. A suspended, moving, being-placed, or incompletely supported bale is not in wrapper-only state.
If powered equipment is part of the scene
The facility decides whether the work is servicing or maintenance and applies the exact machine-specific procedure. OSHA 29 CFR 1910.147 covers servicing where unexpected energization, startup, or release of stored energy could injure an employee and requires an energy-control program, procedures, training, and verification within its scope. Push buttons and selector switches are not energy-isolating devices. OSHA 29 CFR 1910.212 separately requires guarding against machine hazards and states that special hand tools supplement—not replace—required guarding.
This guide does not decide whether a particular bale table, conveyor, clamp, lift, feeder, opener, gate, or interlock is safe. Do not reach through, around, over, or under a guard to make the wrapper cut. A longer blade does not create safe reach. If the approved wrapper-only position cannot be established without entering a machine danger zone, the work stays on HOLD.
Identify and release the cutting assembly
Match the blade model character for character to the station record. A plant configured for 088 uses 62420; a BG20 configuration uses 62660; a BG71A configuration uses 62720. “Same on paper” does not authorize substitution.
Then verify the complete assembly under its separate released process:
the exact blade and handle or holder pair is expressly covered;
the approved projection or other setting is measured by the named datum;
blade, holder, grip, slot, and retention components pass condition criteria;
the authorized non-cutting retention proof passes; and
the assembly is identified to this operation and remains contained until use.
No insertion direction, handle model, screw count, driver, tightening value, projection, proof load, or acceptable wear limit is supplied here. Do not improvise a handle, hold a bare blade by hand, shim a blade, add adhesive, tighten by feel, copy a neighboring station, or use wrapper thickness as a setting gauge.
Under OSHA 29 CFR 1910.242(a), employers are responsible for the safe condition of tools and equipment employees use. PPE remains task- and workplace-specific: 29 CFR 1910.132 addresses employer hazard assessment, selection, fit, and training, while 29 CFR 1910.138 makes hand-protection selection depend on the task, conditions, duration, and hazards. This guide invents no glove, sleeve, eye/face, respiratory, footwear, or clothing specification.
Execute the wrapper-only opening
The qualified operator now follows the exact released wrapper-opening instruction. That instruction—not this guide—must provide the cut location, direction, depth or setting, support, body position, material handling, and acceptance criteria.
Use this control sequence around it:
Read back the admission. The job owner states the bale identity, wrapper layer, completed restraint-release evidence, stable state, equipment state, exact cutting assembly, cut zone, stop conditions, and downstream handoff. The operator points to the corresponding physical features without touching them.
Inspect the wrapper from the approved position. Confirm the admitted wrapper is the layer in front of you, remains slack, and is not connected to an unknown closure or hidden load path. If it no longer matches the admission record, return the bale to HOLD.
Clear the work zone. Remove unrelated tools and loose waste. Place the wrapper container and rigid blade route where the procedure requires. Keep unassigned people out of the facility-defined zone.
Expose the blade only at the cut station. Maintain the assembly’s released setting. Never adjust, fit, hone, test, or repair the blade beside the bale.
Cut only the identified wrapper along the approved path. Do not cut a band, wire, strap, tie, tensioned net, closure, label fastener, hard inclusion, or unidentified layer. Do not stab through the wrapper to find what lies behind it. Do not drive the blade toward the contents, use it as a lever, or place the support hand in the cut or release path.
Withdraw and contain the blade before handling the opened sheet. The cutting assembly is not a hook for pulling packaging and is not left buried in the material. Use only the non-cutting removal method named by the facility.
Pause at the first opening. From the assigned safe position, confirm the wrapper remains non-load-bearing and the bale remains in its proved state. Any shift, sound, change in wrapper tension, emerging closure, unexpected layer, or movement returns the job to HOLD. Do not enlarge the opening to improve the diagnosis.
Continue only under the same proved conditions. Remove the wrapper in the sequence and piece size the released instruction specifies. If the method would require a new cut zone or a changed assembly setting, stop and obtain an amended instruction.
Protect contents through the plant’s acceptance rule. If the edge contacts, marks, cuts, contaminates, or exposes contents beyond the approved result, stop.
Cleanup, accountability, and handoff
Keep wrapper pieces, labels, closures, and other packaging segregated according to the facility’s process. Do not assume recycling, ordinary trash, reuse, or a particular contamination route; the bale contents and packaging composition are not established here. The facility must also control any dust, fiber, chemical, biological, fire, ignition, or environmental hazard that its actual material and process create.
Before releasing the area:
account for the cutting assembly, complete blade, retention components, and any changed part;
inspect for a chip, missing corner, movement, altered setting, contamination, corrosion, or other reject condition under the released tool procedure;
reconcile every wrapper and closure component the packaging map requires;
inspect the opened contents by the named material/quality criteria;
remove all packaging from travel paths and the next process’s intake area;
record damage, unexpected layers, foreign material, or evidence loss;
record WRAPPER REMOVED—AWAITING HANDOFF or a specific HOLD/QUARANTINE disposition.
The next-process owner verifies the bale identity, condition, packaging removal, area cleanliness, tool accountability, guards or access state, and its own startup prerequisites. Wrapper removal is an input to that release, not proof that a feeder or opener is ready.
What goes wrong—and the controlled response

History footnote
Mill blades belong to the hand-cutting ecology of textile and converting plants. Hyde’s industrial arm describes the broader class as tools for manual splicing, trimming, and fabric inspection (Hyde IBS—Cloth & Textile).
That uncertainty is useful rather than embarrassing: the historical tool can be named exactly, while the modern bale system still has to provide its own release procedure.
Frequently asked questions
Can this guide be used to cut bale bands, wire, straps, or ties? No. Those are expressly excluded, even if a local work order calls the whole task “opening.”
What if a restraint has already been cut? The responsible system-specific record must still prove that all structural containment and stored-energy conditions are resolved. A severed component on the floor is not sufficient evidence.
Does “slack wrapper” by itself prove wrapper-only status? No. It is one required observation after the packaging map and restraint-release record establish what the layer is.
Which of the three Hyde blades cuts best? The held record supplies no basis for ranking them. All three have the same listed dimensions, flat-grind family, and Standard steel. Match the exact pattern already qualified for the station.
Can I substitute 62420 for 62660 or 62720 because the specifications match? Not without formal configuration change. Same listed attributes do not prove unlisted physical equivalence or exact assembly fit.
How far should the blade project? The exact wrapper-opening and assembly procedures must supply the setting and measurement method. This guide gives no number and does not use wrapper thickness as a proxy.
Where should I cut? Only at the location and along the path in the released procedure for the exact packaging system. No universal top, side, seam, corner, or direction is authored.
What protective equipment is required? The employer’s task hazard assessment determines it from the actual blade assembly, bale, contents, packaging, equipment, environment, and work method. No universal PPE set is claimed.
The downstream owner completes its own inspection, guarding/access restoration, startup prerequisites, and release.
