Job: Plan and execute grout removal or cement-board scoring so respirable crystalline silica exposure is prevented or controlled from first cut through final housekeeping
Time: Fifteen minutes for a properly planned isolated hand repair; hours to days for room-scale removal, enclosure, exposure assessment, powered-tool controls, and documented cleanup
Difficulty: Advanced — dust that is barely visible can still be respirable, and the regulatory route changes with task, material, equipment, duration, and control method

Silica control is not “wear a mask.” It is a chain:
identify → choose the lower-emission method → capture or suppress at the cut → restrict the plume → clean without re-aerosolizing → verify.
If any link is missing, the smallest repair can contaminate a room.
OSHA’s construction respirable crystalline silica standard applies to occupational exposures in construction, subject to its stated scope exception.
This guide does not determine that a particular crew is below any threshold. Visible dust, job duration, and hand-tool status are field observations—not exposure data.
For a homeowner, the same hierarchy is prudent, but this page does not turn an occupational standard into a DIY certification.
Inventory the material before the tool
Potential sources in tile work include:
mortar and thinset;
cement backer board;
concrete or masonry substrates;
some ceramic bodies and fillers;
settled dust from prior cutting or grinding.
Obtain the exact material label, SDS, and composition information where available. Do not generalize a silica percentage from one grout or board to another.
If the material is old or the assembly is unknown, screen for other hazards before choosing “wet and vacuum.” EPA’s Asbestos in the Home guidance identifies some older resilient flooring, adhesives, cement sheet, patching compounds, and textured materials as possible asbestos-containing materials and warns against damaging suspect material. Sampling should follow a qualified route.
The 19408’s current official description includes legacy “asbestos flooring” wording. Do not score, cut, scrape, or otherwise disturb suspect flooring with the 19408.
Define the exact task, not “tile work”
material and condition;
tool and energy source;
hand or powered operation;
cut/removal length and depth;
indoor, outdoor, or enclosed location;
duration per worker and other silica tasks in the shift;
available shroud/capture;
nearby occupants and air paths;
These distinctions determine the control. A few centered strokes with a hand grout saw do not generate dust at the rate of a powered grinder; a room-scale hand job can nevertheless create cumulative exposure and settled contamination. A drag score on cement board differs from power-sawing the same board.
Do not borrow a Table 1 control from a different tool because the material is similar.

19402 and 19403
The accepted facts for the 19402 Professional Grout Saw and 19403 Grout Saw Replacement Blades are title-grade.
Inspect the physical package and instructions before assembly or replacement.
Hyde verifies the 19408 as a Heavy Duty Carbide Cutter plus 3 Blades with tungsten-carbide cutting edges, intended for scoring Durock, WonderBoard, cement board, drywall, fiberglass roofing, flooring, and laminate.
That distinction matters: score-and-snap can avoid the high-energy dust plume of a saw. It does not prove zero exposure.
The 19502 has zero accepted product-scoped claims.
Do not build a powered-removal procedure from the replacement-tip title. An owner must use the verified parent-tool manual and a task-specific silica plan.
Prefer the lower-emission method that still completes the work
The first control is method selection:
isolate and replace one tile instead of grinding a wide field, if the failure is truly local;
use controlled hand abrasion for short cement-grout removal where practical;
score and snap cement board with the 19408 when the board manufacturer permits that method;
move eligible board scoring outdoors before installation;
use factory edges and layout to reduce cuts;
This is substitution and source reduction, not a blanket claim that hand tools are safe without further controls.
Epoxy or resinous grout may defeat manual abrasion. Do not escalate to an uncontrolled grinder. Change to a verified system with the applicable control route.
Choose wet suppression or local capture deliberately
Wet methods
Water can suppress dust only when it reaches the point of generation at an effective rate and the task, tool, material, and assembly permit it. The OSHA standard’s Table 1 requires integrated water delivery for several powered saw tasks; that does not mean a spray bottle converts an unlisted hand operation into a Table 1 method.
For manual grout removal, damp work may reduce airborne dust when:
electrical and slip hazards are controlled;
the joint/material tolerates moisture;
water will not enter a live assembly or damage substrate;
slurry is captured rather than allowed to dry;
the physical hand tool permits it.
Do not flood a shower wall, penetrate a membrane, or wash dust into a drain.
Local exhaust/source capture
Place the capture point close enough to intercept debris without pulling the hand tool into a tile edge. Use equipment, airflow, filtration, filter-cleaning practice, and bags appropriate to the exposure-control plan.
“Shop vacuum” is not a performance specification. OSHA defines HEPA filtration in the standard and specifies particular collector efficiencies/configurations for listed Table 1 tasks. Match the actual method and equipment requirement; do not infer compliance from a label color or the presence of a hose.
Where wet and capture methods interact, protect electrical equipment and follow both manufacturers.
Build the containment before the first stroke
Shut doors or build isolation appropriate to the scale. Protect or isolate:
occupants and pets;
HVAC returns and supplies;
clothing and clean tools;
food and personal items;
For indoor/enclosed Table 1 tasks, OSHA requires exhaust as needed to minimize accumulation of visible airborne dust. For unlisted tasks, containment is only one component of the assessed control method.
Establish a dirty zone and a clean transition. Put waste bags, vacuum supplies, slurry containers, and replacement filters inside the controlled workflow so nobody crosses the boundary to find them mid-task.
Set the housekeeping rule in advance
OSHA’s silica standard prohibits dry sweeping or dry brushing where it could contribute to exposure unless wet sweeping, HEPA-filtered vacuuming, or another exposure-minimizing method is not feasible. It also restricts compressed-air cleaning unless stated conditions are satisfied.
no dry broom;
no blowing dust from joints, clothing, or tools;
no ordinary vacuum that exhausts fine dust into the room;
no leaving slurry to dry into tomorrow’s dust;
no shaking filters or drop cloths in occupied space.
Plan filter/bag changes through the vacuum instructions and exposure-control plan. A full collector with reduced airflow can turn source capture into decoration.
Execute a hand grout-saw pass under control
This is a field sequence for the manual branch, not a product-configuration claim:
Confirm the joint is cementitious and the task is within the plan.
Protect eyes from grit and glaze fragments under OSHA’s eye and face protection rule.
Establish suppression or capture at the cut.
Start mid-joint with short, light strokes.
Keep the saw centered so added force does not chip the tile arris.
Remove debris frequently through the chosen control.
Monitor visible emissions, capture airflow, slurry, and blade behavior.
Stop before the consumable slows enough to invite more pressure.
The 19403 is in the graph because worn cutting media changes the operator’s behavior. When pace declines, people push harder; harder strokes scatter more material and wander toward glaze. Replace or reconfigure only through verified package instructions.
Do not print an expected joint-foot life. Grout hardness, width, depth, prior sealer, technique, and blade identity vary.
Score cement backer board with dust control
Confirm the board manufacturer permits score-and-snap and follow its installation instructions.
For the 19408 branch:
Move the work outdoors or to an isolated controlled station where practical.
Support the sheet flat.
Mark and guide the score.
Pull the carbide cutter along the line with controlled passes specified by the board method.
Snap without uncontrolled dropping.
sever remaining mesh through the approved method.
capture loose dust and fragments immediately.
Do not claim a universal pass count. Do not saw with the 19408; it is a drag scorer. Do not use it on suspect legacy flooring.
Check the blade before pressure rises.
Gate any powered regrout operation
Because the 19502’s parent and operating facts are unresolved, this guide can state only the gate:
identify and verify the exact parent tool;
obtain its current manual;
verify tip identity and fitment;
determine whether the task is listed in OSHA Table 1;
if not, use the standard’s alternative exposure-control route;
install the manufacturer-approved shroud, water, or source-capture provisions;
include task duration and other shift exposures;
establish respiratory protection through the standard when required;
prove containment and housekeeping.
Do not treat a replacement tip as proof that the machine has built-in dust control. Do not improvise wet operation on electrical equipment.
If the parent, tip, or control path cannot be verified, use another method.
Treat respirators as a controlled layer
Engineering and work-practice controls come first. Under the construction silica standard, respirators are required in specified Table 1 circumstances and when applicable alternative controls cannot reduce exposure sufficiently.
Where respirator use is required, the standard invokes a program under 29 CFR 1910.134, including evaluation, selection, fit, use, maintenance, and training requirements. “N95” printed on a loose mask is not a complete program, and facial hair can interfere with the seal of a tight-fitting respirator.
This page provides no universal respirator assignment for an unmeasured hand task.
Monitor the control while the task changes
Stop and reassess when:
visible dust escapes at the source;
vacuum airflow declines;
water no longer reaches the cut;
slurry begins drying;
the tool changes from hand to powered;
grout or board material changes;
duration grows beyond the planned task;
work moves indoors;
another worker enters the zone;
a different blade/tip or machine is introduced.
OSHA’s standard requires reassessment when changes in process, controls, personnel, or work practices may produce new or additional exposure at or above the action level. The practical point is simple: a control proven for one bathroom corner is not automatically proven for a full floor.
Close the dirty phase without reopening it
Remove bulk debris through wet pickup or controlled vacuuming. Clean from high to low and from the source toward the transition.

shoes and clothing route;
Bag waste without squeezing out dust. Handle slurry before it dries. Clean reusable tools through the material and exposure-control plan.
Do not remove containment merely because the floor looks clean. Use the project’s verification method, which may include competent-person inspection, clearance criteria, or other documented checks depending on scope.
Record the task and its controls
Record material, SDS, tool, hand/powered status, duration, location, workers, control method, equipment/filters, respirator determination, containment, housekeeping, observed failures, corrections, waste route, and closeout verification.
Keep claims separate:
“no visible escape was observed” is an observation;
“below an exposure limit” requires supporting assessment data;
“HEPA-filtered” requires verified equipment/filters;
“Table 1 compliant” requires the exact listed task and full specified method.
This distinction protects the worker and the record.
What goes wrong (and the fix)
The crew dry-sweeps after a controlled cut. Stop; the cleanup has re-created the exposure. Use the applicable wet/HEPA method.
A helper holds a household vacuum near the joint. Verify collector, filter, airflow, bags, and control plan; proximity alone is not source capture.
The 19402 cuts slowly, so pressure doubles. Renew the verified consumable or diagnose the grout; do not trade control for force.
A spray bottle is called “Table 1.” Correct the record. Table 1 specifies exact equipment/tasks and controls; an improvised mist is not automatic compliance.
Slurry dries on plastic. Re-wet/collect through the plan before removing containment.
The 19502 tips are installed on an unverified machine. Stop. Parent identity, fitment, action, and control method remain open.
A disposable mask is handed out after dust appears. Stop work, restore engineering control, and make the respiratory determination through the required program.
The 19408 is used on suspect old flooring because the official copy names it. Stop and invoke the asbestos assessment route; legacy product wording is not permission.
A powered grinder replaces the hand saw mid-job. Stop and write a new task/control determination before restart.
No dust is visible, so the area is declared safe. Use the planned verification. Respirable particles cannot be cleared by eyesight alone.
The history footnote
Silica control history is not a tool-origin story. Abrasive cutting made a long-known mineral hazard respirable; modern occupational control formalizes the older industrial-hygiene hierarchy of controlling dust at its source before relying on the wearer. No invention or company-origin claim is attached to these Hyde products.
