How to Scrape Failed and Blistered Paint on Interior Walls and Ceilings

Indoors these were never five jobs: find what failed, get it off, stop at sound paint, and hand the wall to the fill knife.

Job: take interior walls and ceilings from blistered, flaking, peeling paint to a sound, feathered, patch-ready surface — and read the failure while you work, because interior paint fails for reasons no scraper fixes.

Time: minutes per blister, an hour or two per failed zone, a half-day for a problem ceiling. The failed area sets the pace, not the room size — and drying time after the wash (and after any moisture repair) sets the calendar.

Difficulty: control, not strength. The two learned skills are stopping at sound paint and keeping the mess inside the room you made it in.

Everything else: canvas or heavy plastic drop cloths and tape, a pump mister, a bright work light (raking light finds what the ceiling fixture hides), an EPA-recognized lead test kit for pre-1978 rooms, N-100 respirator and a HEPA vacuum for lead-assumption work (neither sold here — an honest list says so), sanding sponges and 120–180 grit (this store's sanding aisle — a different line, same building), spackle or setting compound with a flexible putty knife (the fill guides own that half), stain-blocking and bonding primers, TSP-substitute, sponge and bucket, heavy trash bags, a pencil for marking, a ladder you move more often than feels efficient.

Before you start: read the failure before you fight it

Interior paint doesn't weather off — it lets go, and the difference is the whole diagnosis. Exterior paint dies of exposure: sun, rain, and wood movement fatigue the film until it fails — that story, and the pull-scraper method built for it, is the sister guide (strip-failed-paint-from-exterior-siding), and its thresholds and tools do not transfer. Indoors there is no weather, so failure is always a message, and it arrives in three envelopes. Moisture from your side of the wall: the bathroom ceiling shedding over the shower, the kitchen wall above the range, blisters and rings under a roof or plumbing leak, peeling concentrated on the room face of an exterior wall or closet corner where warm indoor air condenses against cold plaster — water is behind the film, pushing. Adhesion sins: paint over glossy enamel nobody scuffed, over kitchen grease, over construction dust, over the wallpaper paste nobody washed off (the wallpaper guide's ghost — paint over residual paste crawls and releases), or latex laid straight over aged oil — the bond was never made, and the film comes away in sheets with clean substrate on their backs. The substrate letting go underneath: plaster delaminating from its lath, old drywall face paper releasing, settlement cracks — the paint is fine and the wall is not, which becomes patch work the moment the loose material is off. The tool consequence: exterior prep is pull-scraper country, planing some coats off wood you keep; interior failure is stiff-knife and push-scraper country, because the targets are local — blisters, sheets, crater rims — and the job is boundary-finding at hand scale.

Autopsy the first blister before you scrape the second. Pop it with the knife corner or the multi-tool's point and read the back of the chip. Paint on the back of the chip, older paint in the crater: one coat let go of another — intercoat adhesion failure; expect it to wander wherever the sin was committed, and plan to de-gloss and prime everything that stays. Bare drywall or plaster in the crater: everything released at the substrate — moisture behind the film, or paste under it; find the water before you repaint or you will scrape this room again on a schedule. Damp inside the blister, or a stain still spreading: an active leak — stop scraping; there is no paint answer to a plumbing question. This thirty-second read, repeated at each new zone, is what separates prep from ritual.

The law lives indoors too — with a smaller trigger. Any home built before 1978 carries lead paint in its history until a test proves otherwise, and dry-scraping is exactly the activity the federal lead rule was written about. The interior threshold is a fraction of the exterior one: for anyone paid to disturb paint in pre-1978 homes or child-occupied facilities, the minor-repair exemption covers only work disturbing "six square feet or less of paint per room inside" (against 20 outside — EPA — RRP for contractors); one failed bathroom ceiling blows past it, and beyond it the job belongs to an EPA-certified firm with a trained Certified Renovator running containment, lead-safe practices, and HEPA cleanup (EPA — Lead RRP Program). Window replacement and demolition are covered at any square footage. Homeowners working on their own home are exempt from the certification, not the toxicology (EPA — RRP for do-it-yourselfers): test first — a kit is a ten-minute answer — and on any pre-1978 surface you can't clear, work wet, sheet the floor, wear an N-100, keep children and pregnant women out of the room, and clean up HEPA-and-damp, never with a bare shop vac. Two interior rules the exterior guide never needs: kill the forced-air system and mask the registers before you make the first chip, because ductwork delivers dust to every room in the house; and remember this room goes back to being lived in tonight — the standard isn't "looks clean," it's what a wet wipe picks up. The prohibited-practice list follows you indoors too: no open-flame burning, no power sanding or grinding without HEPA exhaust capture (EPA — RRP work practices).

Know which wall you have. Rap it. Pre-1950s plaster is hard, mineral, and forgiving — it tolerates a steeper attack and rewards force. Drywall is chalk in a paper envelope: the face paper gouges, fuzzes, and delaminates under a steep or dull blade, so on drywall you shear low and let the edge do everything. And one hard stop: if a ceiling is textured and the building is pre-1980s, test before touching — popcorn and textured coatings of that era can carry asbestos, and that removal (containment and all) is its own guide, not a scraping job.

Map the failure with raking light, then dress the room. Hold the work light flat against the wall and ceiling: raking light throws every blister, ridge, and lifted edge into shadow that overhead light flattens away. Probe each zone's edge with a knife corner — sound paint stays put under a firm push; failed paint clicks, slides, or lifts — and mark the zones in pencil (tape pulls more paint). Then set the site: furniture out or centered under plastic, drop cloths taped at the base and run wall to wall under ceiling work, HVAC off, registers masked, switch plates off (the 06920 carries its own bits because this step opens and closes every wall job), and the light positioned to keep raking the surface while you work.

The removal

Pop and clear every blister. Open each dome with the point and shear the shell off at its base with the blade riding low. Then work the rim: a blister's edge is failed paint that hasn't announced itself yet. Push outward from the crater in short strokes until the film stops releasing, and undercut any overhang — a rim you can catch with a fingernail will catch the roller and print straight through the repaint.

Scrape the failed zones at 15–30°, and let the boundary stop you. Blade low to the surface — steeper chatters and gouges, flatter skates over the failure without lifting it. Push for power, pull for control: push is the default on open wall; pull owns the last inch before trim, outlets, and anything you don't want to hit. Start every pass at the failure and work outward; the stroke is over where the blade stops lifting chips and starts riding on bonded paint. That transition is the point of the whole tool: when the edge begins burnishing sound paint, stop — what stays, stays, and feathering owns the step it leaves. Match width to the failure, not the wall: the 2" concentrates your whole push across two inches and finds boundaries best; drop to 1-1/2" and 1-1/4" where failure hides in corners and over casings; go to the 3" chisels and the 4" 02600 only when the failed field is genuinely broad, because a blade wider than its target rides its corners on good paint. On window stools and sills — the one horizontal pull indoors — the bent 02070 keeps your knuckles off the wood. And on the rare interior surface that releases in whole sheets (a ceiling painted over calcimine, a wall painted over paste), the small pull heads 10510/10530 plane the field with control — two hogging edges and two finishing edges on the 10530 — or hand the same case to step 10 and let the chips go into a hose. Keep the edge honest throughout: a scraping knife works clean only while its edge is square; dress it with a mill file the minute it dents or rolls, because a damaged edge telegraphs every flaw into the surface.

Ceilings are the same scrape in a worse position. Never scrape directly overhead into your own face: work at an arm's-length angle, wear real eye protection — chips off a ceiling fall at exactly eye height — and keep your mouth closed; veterans learn that one early. A hat beats chips in your hair; full-floor sheeting beats chips ground into carpet, because everything you loosen obeys gravity, and the drop zone is the whole room. Work in short sets — above-the-shoulder scraping burns neck and accuracy in about ten minutes, and a tired stroke is how ceilings get gouged. For whole high rooms and stairwells, the pole method (12070/12072 on an Acme-thread extension) is its own guide; this page's grain is the ladder-and-hands version — two points of contact, no stretching, move the ladder more often than feels efficient.

Scrape back to sound before you patch — the crater discipline. Around every hole, gouge, and crack, the repair will only be as good as its rim. Scrape the cracked paint collar back until filler will land on bonded paint or bare substrate; break off the crumbled plaster or torn face paper at the crater's edge rather than burying it; drag the point along each crack to open it into a shallow V that compound can key into; sweep the crumbs out. The flexible knife that follows inherits exactly what you leave it — a clean crater fills once, a dirty one fills, bubbles, and fails. This is the remove step of the repair sequence (remove → prep → fill → finish), and it's why the stiff/flex pair is a system rather than a redundancy. As you work, the wall will confess every popped fastener it has: tap each one below flush with the Hammer Head® butt — the striking boss on the 06xxx scrapers and the 02568 exists for precisely this walk — dimple it, and leave it for the fill round. The full nail-pop workflow is its own guide (reset-popped-drywall-nails); on this pass it's a ten-second detour per pop.

Be honest about dust, then control it. Dry scraping is gentler than dry sanding — chips fall rather than float — but it is not dust-free, and indoors the fines have nowhere to go but the room and the ducts you masked. And the boundary stated plainly: no scraper, shrouded or otherwise, is an RRP compliance device. Containment, work practices, and (on paid pre-1978 work) certification comply; tools just help you meet them.

Feather, wash, and let it dry. Every scraped zone now has a shoreline — a step where surviving paint stands proud of the cleared field. Sand each transition until a flat palm can't find the edge; an edge you can feel telegraphs through two finish coats. (Abrasives are this store's sanding wall, a different line — the scuff-sand and patch-sand guides own grits and technique; on lead-assumption work, feather by hand and work damp, because unshrouded power sanding is on the prohibited list you read in step 3.) Then wash everything that's staying: TSP-substitute or strong detergent, rinsed well — this is the step that removes the grease, chalk, and paste that caused half of interior failures in the first place — and give the surface real drying time. Skipping the wash re-installs the adhesion sin you just spent the day scraping off.

Fix the cause, prime like you mean it, then hand off. Whatever the autopsy said, do that first — run or install the bath fan, fix the flashing or the trap, insulate the cold corner — because the repaint's lifespan was decided in step 2, not in the paint can. Then prime with intent: stain-blocking primer over every water mark (ordinary primer and two topcoats will not hold a water stain — it bleeds back through in a week), bonding primer over glossy or chalky survivors, and an edge-binding "peel-stop" class primer over any feathered shoreline that still worries you — it glues the film's cut edges down so the new coat can't lift them. Bare spots get primed with everything else. Close the site the way the lead rules taught you regardless of the year on the deed: sheeting folded inward and bagged, floor HEPA-vacuumed and damp-wiped, work clothes washed separately.

What goes wrong (and the fix)

"The edge never stops — I'm peeling the whole wall." If a firm probe lifts paint everywhere, adhesion failed wall-wide (gloss, grease, paste, or latex-over-oil), and you are no longer scraping a failure — you're stripping a room. Decide it consciously: keep going to substrate while it's coming willingly, or stop, remove only what's loose, bind the edges with peel-stop primer, and skim-coat the wall flat. Both are legitimate; drifting between them costs a weekend.

"I'm gouging the drywall." Angle too steep, edge dull or dented, or the corners doing the work. Drop to 15–30°, file the edge square, take narrower bites so the full edge stays loaded — and remember which wall you have.

"The ceiling sheds again every time I touch it — chalky white under every chip." That's calcimine, the old glue-and-chalk ceiling coating, and paint will never bond to it. Scraping alone won't cure it: wash the chalk off to clean plaster (it's water-soluble — sponge, rinse, repeat) or lock down what remains with a binding primer, then repaint. "The blisters came back through the new paint." You scraped the symptom. The shower still has no fan, the leak still drips, the cold corner still condenses. The wall keeps score, and it only counts what you fixed.

"Every repair shows in low evening light." Feathering or priming got skipped. Rake the wall with the work light *before* the repaint — it will show you every shoreline the ceiling fixture was hiding, while they're still one sanding pass from gone.

"I was careful and there's still fine dust everywhere." The shop vac exhausted it back into the room, or the final pass was a dry rag pushing dust around. HEPA filtration and damp wiping are the only two moves that actually remove fines from a lived-in room.

The history footnote (because these pages should be worth reading)

The classic interior version of this job is older than modern paint. Before wall paint as we know it, ceilings wore soft water-bound coatings — whitewash, distemper, calcimine (glue-bound chalk) — meant to be washed off and renewed, never painted over. When oil and then latex paints arrived, a generation painted straight over the calcimine anyway, and those ceilings — thousands of them, in every pre-war housing stock in America — have been shedding paint in sheets ever since: the paint bonds to the chalk, and the chalk bonds to nothing. Old-house painters still diagnose it on sight, the way step 4 taught you. The scrape's second historical turn is regulatory: residential lead paint was banned in 1978, and the 2008-era EPA RRP rule made disturbing it — this exact activity, indoors above six square feet a room — regulated work (EPA — Lead RRP Program).
