How to Prep a Deck for Refinishing
Scope: Diagnose and prepare an existing wood deck through a measured, finish-ready handoff. This guide does not select or apply the new finish, prescribe a chemical recipe, or invent settings for a washer, sander, or scraper.

Deck preparation removes what the selected refinishing system will not accept: unsound coating, loose fiber, residue, contamination, and unresolved defects. It is not “scrape until bare.” The endpoint depends on the deck, coating, hazards, and written finish requirements. The deck must be structurally fit, the sequence compatible, and the final surface measured against those requirements.

The four tools have different jobs. Treating them as interchangeable makes damage more likely.
Its replaceable 5-inch, two-edge blade and pull knob suit open board faces and two-hand control. Its Hammer Head inset can reset nails and screws when that is the approved repair. Do not use it in narrow edges, tight junctions, cups, or gaps.
Its 3-inch carbon-steel blade is manufactured with a 20-degree bend for leverage. Use it to qualify board edges, localized ridges, and transitions that the wide pull scraper cannot register safely.

This guide does not convert that name into an unsupported blade-thickness claim. It also does not prescribe a pole length, connection procedure, stroke angle, or force. Confirm the actual extension, fit, condition, and use instructions before work.
Diagnose Before You Prepare
Close the deck first
Keep people, pets, furniture, planters, grills, and traffic out of the work area. Prevent entry from every connected door or stair, not just the easiest approach. Establish a stable route for inspection without trusting a questionable stair, rail, or board for support.
The International Property Maintenance Code requires decks and their appurtenances to remain sound, anchored, and capable of supporting loads. Preparation cannot cure a bad connection or decayed member. Stop and route these conditions to a qualified repair professional and locally adopted code:
movement at the house connection, posts, beams, joists, stairs, guards, or handrails;
loose, missing, corroded, displaced, or incompatible connectors or fasteners;
soft, punky, crushed, deeply checked, split, or missing wood at a load path;
persistent wetting, trapped debris, failed flashing, or decay at the ledger and house interface;
a board, tread, guard, or framing member that deflects, shifts, or cannot support safe access;
damage whose structural extent cannot be seen.
Do not pry or use a scraper to test structural soundness. Decay can be hidden below or at the house. Record the location and stop that access route.
Identify the deck material
This procedure is for existing wood decking. Record the wood type if known, whether it is pressure-treated, and whether replacement boards differ from the original field. If the surface is composite, PVC, capped, coated metal, or another manufactured system, stop and use that manufacturer's preparation method; a wood-removal procedure is not transferable by appearance.
Age and appearance do not prove preservative chemistry. EPA says CCA was used in many residential deck products before its residential phaseout at the end of 2003; existing CCA structures need not be removed solely for containing CCA. Weathered color is unreliable. Resolve uncertainty before creating dust. Do not burn, compost, or mulch CCA-treated wood; follow current state and local disposal direction.
Identify the coating and the intended finish
Map intact, thin, flaking, blistered, peeling, chalking, and bare zones. Determine whether the coating is penetrating, film-forming, paint, or another system; color alone is not proof.
Select the intended refinishing system before final preparation.
how much existing coating must be removed;
whether a compatible sound coating may remain;
approved cleaning or stripping chemistry;
any required sanding and the exact abrasive progression;
allowable substrate moisture and the required measurement method;
environmental limits and the permitted time between preparation and coating.
Resolve lead and other coating hazards
A coated pre-1978 deck or porch can fall within EPA lead-safe renovation requirements. Establish the legal and hazard pathway before disturbance. Paid work on covered housing may require an EPA-certified firm, certified renovator, and lead-safe practices; other programs can be stricter. Do-it-yourself status does not make lead dust harmless.
Keep lead-coated debris and potentially arsenical-treated-wood debris out of an ordinary “clean wood” stream until the applicable requirements classify them. The exact hazard assessment, product label, safety data sheet, and current regulation—not this general guide—determine containment, personal protective equipment, cleanup verification, transport, and disposal.
Diagnose moisture before measuring readiness
Look for leaks, failed drainage, filled gaps, wet end grain, planter marks, underside wetting, and moisture trapped by film. Correct the water source and unsound wood before qualification.
There is no universal “dry enough” number in this guide. Record the exact meter or test method, locations, environmental conditions, and acceptance threshold required by the selected finish manufacturer. A surface that feels dry is not a substitute for that measurement.
Build One Compatible Preparation System
Deck washing, deck preparation, and refinishing are adjacent but separate operations:
This guide owns structural and material diagnosis, controlled removal of failed coating, defect branches, surface qualification, and the finish-ready record.
The selected deck-finish system must specify whether and how sanding is required.
It does not retroactively approve a damp, contaminated, structurally suspect, or incompletely prepared surface.
Do not improvise a cleaner recipe, mix products, increase chemical strength, or use pressure as a substitute for diagnosis. Aggressive washing can erode softer wood and raise fiber. Any chemical remover must be expressly compatible with the existing coating, substrate, fasteners, surrounding materials, and intended finish. Follow its current label and safety data sheet, including runoff and waste controls.
Prove the Method in a Test Area
Choose a representative area with an open face, edge or transition, typical failure, and matching exposure. Avoid visible edges and weakened wood.
Run the full proposed sequence: approved washing or stripping, rinse, system-controlled drying, scraping, specified sanding, residue removal, moisture measurement, and any required compatibility test. Complete each stage before judging the next.
Inspect the test area in direct and raking light and by safe, bare visual readback. Confirm that:
the accepted endpoint for old finish is achievable without tearing or gouging the wood;
intact finish, exposed wood, and feathered transitions match the new system's requirements;
board edges remain defined rather than rounded or splintered;
no scraper is striking fasteners or dropping into gaps;
washing or chemical treatment has not left raised fiber or residue;
the recorded moisture result meets the exact finish specification;
the proposed sequence does not create a new staining, corrosion, or compatibility problem.
If it fails, stop.
Establish Safe Body Position and Tool Control
Use sound, dry support and keep the work visible. Do not stand on wet chemistry, chips, or splinters or depend on a guardrail. Move from a balanced stance instead of reaching.
Before every scraper branch:
Inspect the blade, handle, connection, and work. Remove a loose or damaged tool from service.
Use the designed control points. Keep hands, feet, lines, and people outside blade travel.
Start lightly on the test area. Read the coating and wood response before extending the pass.
Work with the board direction and respect end grain, edges, checks, fasteners, and changes in board height.
Use controlled, overlapping, progressive passes. Clear chips often enough to see the next contact.
Re-read for raised fiber, fastener contact, chatter, gouging, splinters, and smearing.
Ease out before an edge, gap, fastener, repaired area, or change in board plane. Reposition; do not force a transition from a stretched stance.
Stop on lost visibility, unstable footing, resistance, uncontrolled travel, or damage. Clear, diagnose, and re-prove lightly.
These qualitative controls apply to every branch below. They do not create a universal force, angle, stroke length, or production rate.
Wash and Dry Before Removal Qualification
Loose soil can hide coating boundaries and turn into abrasive contamination. Complete the approved washing procedure first unless the chosen coating-removal product explicitly requires another order. Protect adjacent surfaces and manage runoff through the exact label and site requirements. A pressure washer can cause injection injury and wood damage; use the washing guide and machine instructions rather than borrowing settings from another deck.
After washing, wait for the system-controlled readiness condition, not a fixed duration. Weather, construction, ventilation, coating, and chemistry affect drying. Reinspect for:
softened or newly exposed coating;
raised or loosened wood fiber;
persistent residue or discoloration;
water held at joints, end grain, fasteners, or the house interface;
new evidence of rot, movement, or failed drainage.
Measure moisture where the finish instructions require, including representative dry-looking and slow-drying locations. Record results. Scraping a wet or chemically active surface can smear coating, tear fiber, and disguise the final condition.
Remove Failed Finish with the Registered Scraper Branches
The objective is the finish manufacturer's required sound edge and substrate condition. It is not maximum material removal.
Branch A — 10550 on broad, flat board faces
Use the 10550 only where its wide blade lies predictably on a sound, open board face. Face the pass from stable support, outside the pull-through path. Hold the angled handle and pull knob, with fingers above and behind the edge.
Begin lightly with the grain. Let a short pull reveal coating release and blade support, then overlap controlled passes. Ease out before an edge, gap, fastener, cup, check, or height change. Clear chips and read for torn grain, a hollowed track, or fastener contact.
If the edge bridges a cup, rocks, catches a splinter, or reaches a narrow transition, stop; never tip a corner into it or cross a gap. Move to the 12060 or an approved method. On smearing, fiber lift, or gouging, clear, diagnose, and re-prove lightly.
Branch B — 12060 at board edges and localized transitions
Use the 12060 at a board-edge approach, localized ridge, or tight transition where the 10550 cannot register. Work close and balanced, with both hands behind the blade and outside forward travel. Never steady a board ahead of the edge.
Start with a light push with the grain before the critical edge. Overlap progressive passes and clear residue. Do not invent an angle or lever sideways. Ease out before end grain, gaps, fasteners, splinters, and height changes; reposition through transitions.
Read every small section. Stop on chatter, edge crushing, fiber lift, a trough, fastener contact, sound coating, or unsound wood. Clean, diagnose, and re-prove lightly. Never pry, clean gaps, or probe structure with it.
Branch C — 12072 for controlled work from standing
Use the 12072 by hand or on a verified compatible Acme-threaded extension when standing reach preserves control. A pole does not make an unsafe deck safe or replace safe access. Inspect the connection and follow both instructions.
From dry, balanced support, hold two separated control points. Keep the blade visible and feet and people outside travel. Start lightly with the grain; overlap controlled passes on one board plane. Clear residue and read for fiber, gouges, fasteners, and gaps.
Ease out before edges, fasteners, cups, repairs, and transitions. Stop on unpredictable flex, connection movement, chatter, lost visibility, or overreach. Lower and inspect, clear, correct access under the instructions, and re-prove lightly. Never force a stalled edge with momentum or body weight.
Branch D — 12070 where its bent approach is qualified
The 12070 is a test-gated alternative, not a 12072 duplicate. Use it by hand or on a verified compatible Acme-threaded extension only where its manufactured 20-degree bend preserves visibility and control.
From stable support, use two-point control and hand exclusion. Start lightly with the grain; overlap progressive passes, clear residue, and read fiber, gouges, fasteners, and edges. Ease out before transitions. If it digs, lifts fiber, or loses registration, stop and use the qualified 12072, 12060, or approved method—never more force, a guessed angle, or an uncontrolled pass.
Handle Defects Without Hiding Them
Raised fasteners
Stop before the blade reaches any fastener. Determine why it is proud and whether the surrounding wood and connection remain sound. The 10550 Hammer Head inset is designed for resetting nails and screws, but use that feature only when the repair plan confirms the existing fastener is serviceable and resetting is appropriate. Do not drive a corroded, loose, damaged, incompatible, or structurally ineffective fastener back into unsound wood. Other registered scrapers are not striking tools.
After an approved reset, reinspect and verify with the blade clear. Route replacement or structural fastening to the deck design, fastener manufacturer, code, and qualified professional.
Splinters and raised fiber
Never hold a splinter ahead of a moving blade. Stop, isolate the area, and determine whether it is a localized preparation defect or evidence of decay, checking, aggressive washing, or structurally failed wood. A sound localized fiber problem may proceed only through the finish system's specified preparation or sanding method. Replace or repair unsound material rather than scraping it smooth.
Gouges and torn grain
Stop at the first developing hollow, bright torn fiber, or corner track. Clear the coating and chips so the damage boundary is visible. Check dryness, blade condition, tool width, grain direction, board plane, and coating state. Re-prove a lighter, better-supported method in the test area. Do not blend a gouge by enlarging it, round the board edge to hide it, or promise that the finish will conceal it.
Chemical residue or softened coating
Smearing, unusual drag, discoloration, crystals, foam, odor, or residue means the surface is not ready for mechanical qualification. Consult the exact remover or cleaner label, safety data sheet, rinse requirements, finish-system compatibility instructions, and waste controls. Do not neutralize, rewash, mix chemistry, or add solvent from a generic recipe.
Moisture failure
If the required moisture measurement fails, stop. Record the location and result and investigate drainage, leaks, trapped water, remaining film, shade, underside ventilation, or wet repair material. Do not sand or scrape merely to accelerate drying, and do not average a failing wet zone into passing readings elsewhere.
Complete the System-Specified Sanding Handoff
Scraping removes failed material; it does not automatically create the texture required by the new finish. If the selected system requires sanding to feather sound coating, remove raised fiber, or qualify exposed wood, follow that system and the actual sander and abrasive instructions. This row does not authorize a particular sander, abrasive type, grit, sequence, speed, pressure, dust collection setup, or actuation method.
Before sanding, close the lead and treated-wood hazard pathways. Keep the surface stable, the work visible, and the abrasive away from protruding fasteners and unsupported edges. Inspect with raking light between controlled stages. Stop on heat, burnishing, torn fiber, a disappearing edge, exposed fastener, rot, movement, or dust-control failure. Clear residue by the exact approved method before deciding whether the surface is complete.
The transition from scraped to sanded areas should meet the finish specification without a hard failed-coating lip, an overworked depression, or loose fiber. Final dust and residue removal must be compatible with the coating. Do not invent a tack material, solvent wipe, or cleaner.
Measure the Finish-Ready Handoff
Do not release the deck for coating until every applicable item is recorded as accepted:
Structure and access: the deck, stairs, guards, connections, and work route are sound, or documented repairs have been completed and accepted.
Material: wood type and pressure-treatment status are known or the uncertainty has an approved hazard pathway.
Existing coating: type and condition are recorded; lead status and required controls are resolved.
Finish endpoint: old coating removal and feathered transitions meet the selected finish manufacturer's written requirement.
Wood condition: no unresolved rot, moving split, loose board, raised splinter, torn fiber, gouge, or rounded edge remains.
Fasteners: no protruding or scraper-struck fastener remains; every reset or replacement has an approved disposition.
Cleanliness: chips, dust, chemical residue, and loose coating are removed by an approved method; gaps and drainage paths are not packed with debris.
Moisture: the required instrument or test method, locations, readings, threshold, conditions, and time are documented, with every required location passing.
Environment and timing: current conditions and the preparation-to-coating window satisfy the finish instructions.
Test area: the complete preparation system passed on representative wood without coating incompatibility or substrate damage.
Photograph the representative surface in direct and raking light and retain the measurement record with the finish product and technical-data revision.
Cleanup and Waste
Maintain separate, labeled waste streams until their hazards are resolved. Collect coating chips, wood fiber, abrasive residue, used containment, and chemical waste without washing them into soil, storm drainage, or adjoining property.
Follow the lead-safe pathway for lead-containing or suspect lead debris.
Do not burn, compost, or mulch CCA-treated wood. Use current state and local disposal direction.
Follow the cleaner, stripper, and coating labels and safety data sheets for chemical residue, containers, and contaminated cleanup material.
Keep ordinary wood debris separate from regulated or uncertain material.
Clean and store each scraper only as its Hyde instructions permit. Inspect the edge, handle, and any extension connection before storage, and isolate a damaged tool. This guide does not prescribe a cleaning chemical, sharpening process, blade-change actuation, coating, or storage treatment.
Frequently Asked Questions
Must every deck be stripped to bare wood?
The new finish manufacturer's written instructions decide whether sound compatible coating may remain and how transitions must be prepared. Removing sound material without a system requirement can damage the wood.
Can I pressure-wash instead of scraping?
Washing and scraping solve different problems. Washing removes approved contamination; controlled scraping removes failed coating. Pressure used as a removal shortcut can erode wood and raise fiber. Use the dedicated washing procedure and the washer instructions.
Which scraper should I start with?
Start with the surface geometry, not a favorite tool. The 10550 owns broad, flat board faces; the 12060 owns close hand-controlled edges and transitions; the 12072 owns qualified standing-reach deck work; and the 12070 is a test-gated bent approach where its geometry fits.
How long should the deck dry?
There is no universal duration here. Use the finish and preparation products' current instructions and the required moisture measurement. Weather and deck construction make elapsed time alone unreliable.
What moisture percentage is acceptable?
Only the selected finish manufacturer's current technical data and required measurement method can answer that for the actual system. Record its threshold; do not import a number from another coating or deck.
Is an old greenish deck definitely CCA-treated?
EPA guidance says appearance is not a reliable identification method after weathering. Use records or an appropriate professional determination, and control the uncertainty before creating dust.
Why This Preparation Sequence Exists
Exterior wood expands, shrinks, checks, weathers, and takes on moisture while coatings age differently above it. USDA Forest Products Laboratory guidance distinguishes penetrating finishes from film-forming systems and warns that aggressive cleaning can remove softer wood. Those facts explain why “make it look bare” is not a durable specification: the coating system, fiber condition, and moisture pathway must agree.
The treatment history matters too. CCA was widely used in residential decks before its residential consumer-use phaseout at the end of 2003; older structures can remain in service, but their dust and waste require informed handling. Modern preparation therefore joins three disciplines that were too often separated: structural inspection, hazard-aware material removal, and a documented coating-system handoff.
