How to Cut Up Shingles and Felt for Tear-Off
Job: remove old shingles and felt in controlled units, cutting only where intact lifting will not produce a unit the crew can safely control and transfer.

This is destructive removal of an existing steep-slope asphalt-shingle and felt assembly.
Time: project-specific. Roof area, pitch, layers, fasteners, material condition, access, weather, deck discoveries, debris route, and dry-in plan control the pace.
Difficulty: high consequence. The knife work is simple; doing it on a sloped, progressively exposed roof among nails, openings, services, suspect materials, and moving debris is not.
Everything else: the project’s fall-protection and access system; roofing shovel, spud, or tear-off fork; flat bar and nail puller; magnetic nail pickup; approved sacrificial cutting surface; broom or HEPA cleanup equipment as the material plan requires; tarps and property protection; temporary dry-in materials; and the approved chute, lift, hoist, cart, or hand-transfer system. Metal edge and flashing are pried or cut with their proper tools, not forced through with a roofing knife.
Before the knife comes out
Clear the material, roof, and utility gates
Do not learn what an old roof contains by cutting it. Roofing felts, shingles, mastics, cements, coatings, flashings, and built-up plies can contain asbestos. Age is a warning, not a laboratory result: an old roof is not automatically asbestos-containing, and appearance cannot clear it. Where the work may disturb suspect material, the owner/employer’s inspection, testing, notification, work-practice, and waste determinations come first. EPA notes that regulated demolition or renovation can require a thorough inspection and that state or local rules may add requirements (EPA — Asbestos-Containing Materials and Demolition). OSHA treats removal of asbestos-containing roofing as Class II work and gives it roofing-specific controls (29 CFR 1926.1101).
If asbestos-containing or presumed asbestos-containing roofing is present, the competent person’s asbestos plan replaces the ordinary cutting method in this guide. That plan decides whether material must remain intact, whether a manual slice is allowed, what wet or HEPA controls apply, how material is lowered, and how it is contained and disposed. Stop on an unexpected felt, cement, fibrous layer, powder, or suspect repair patch; do not cut farther to “see what it is.”
The competent person also releases the walking surface, fall system, access, weather window, openings, and rescue plan. OSHA requires the employer to determine that the working surface has adequate strength and structural integrity before employees use it (29 CFR 1926.501(a)(2)). A roof can be walkable while covered and treacherous after the covering is removed. Softness, deflection, broken sheathing, char, water damage, or an unexpected opening stops that zone.
Map overhead service drops, roof-mounted equipment, buried conduit, solar or communications wiring, vents, drains, skylights, curbs, valleys, flashing, and drip edge. De-energize, isolate, guard, or establish the required clearance before work reaches them. A knife never probes for a concealed service.
Build the handling plan before defining a section
There is no honest universal tear-off section size. “Manageable” is a result, not a dimension. Define a removal unit from the actual route:
the assigned person or team can lift, turn, and control it without losing footing or blocking the fall system;
it stays together rather than folding around a worker, sailing in wind, or shedding uncontrolled fragments;
it fits the chute throat, lift, cart, hoist, or receiving opening without forcing;
its weight and landing position stay within roof, equipment, container, and ground-bearing limits;
sharp fasteners and edges can be kept under control; and
the receiving facility accepts that material and condition.
Start with the largest unit that meets all six tests, then reduce only when a real constraint fails. Never cut a field into arbitrary squares before confirming the receiver. An unnecessary cut creates another exposed edge, another knife stroke near the deck, and more loose debris.
Stage the receiver before opening the roof. Establish exclusion zones above and below, protect siding, glass, landscaping, attic contents, and air intakes, and assign who controls the chute or lift. Roofing does not leave the roof by implication: no tossing over an edge, sliding down a plane, or piling at an eave while the crew decides what comes next.
The removal sequence
Work top down, one controlled lane at a time
Begin at the ridge or top boundary released by the roof plan and work toward the eave. Top-down tear-off keeps the removal front visible and the debris moving toward the receiver instead of across finished work. Treat every newly bare strip as a different walking surface: a slope that was walkable while covered may not remain walkable after removal.
Open only the area the crew can remove, inspect, clean, and dry-in inside the weather window. Keep the working edge legible: intact roof above or beside the active lane, cleared and inspected deck behind it, and one narrow release front between them. Do not pre-cut an entire roof. Cuts hidden under loose shingles become trip lines, and a large pre-cut field can release at once when the shovel reaches it.
At each lane, first expose the upper edge of the shingle course with the tear-off fork or roofing shovel. Work the removal tool under the tabs and fasteners and lever the covering upward. The shovel or fork is the primary release tool; the knife is for material that remains bridged after release or for reducing a freed sheet to the handling plan’s unit.
Lift first; cut only for a named reason
Try the intact lift before sectioning. If shingles rise in controllable strips and the felt rolls or peels without pulling against a penetration, keep lifting. Intact removal usually means fewer strokes against the roof, less fragmentation, and easier source-to-container accounting.
Cut only when one of these conditions exists:
a released strip is too broad, long, flexible, or heavy for the approved transfer;
felt or laminated layers remain joined across the intended removal boundary;
a controlled cut is needed to separate the active lane from roofing that must remain temporarily weather-tight; or
the exact hazardous-material plan requires a defined section while preserving the material’s required condition.
Do not use the knife to overcome fasteners, metal, or a layer that has not been released. Pull or shear fasteners with the proper removal tool. Pry flashing and drip edge separately. Around a curb, pipe, vent, valley, service, or uncertain repair, stop the general cut short and dismantle the detail under its own method.
Choose straight versus hook by the cut, not by habit
Hyde’s current exact pages assign both 22310 and 22320 to cutting roofing; the 22320 page also says it scores roofing and identifies a stiff high-carbon-steel blade. Those duty claims admit both as candidates but do not prove hidden construction, dimensions, grind, handle/tang details, depth control, or a universal tear-off cut. They are suited to starting at a visible edge, scoring a loosened shingle from its back, slicing exposed felt, and making short controlled cuts where the material and the space below the blade can be seen. Do not invent a prying capacity or hidden construction for either.
A hook blade is the safer geometry when a loose sheet has an exposed edge and the cut should stay captured inside the material. The hook enters from that edge and pulls through the sheet without aiming an open point at the deck. It is useful for long exposed-edge slices in felt or loose shingle mat, especially beside a retained layer. It cannot make a blind plunge start, does not solve buried fasteners, and still cuts whatever enters its throat.
If the planned stroke requires driving an open point blindly through a deck-supported stack, neither “stiff” nor “short point” makes that a good cut. Lift, separate, turn the material, add a proper cutting surface, or use the authorized hook geometry.
Set the material on a safe cutting condition
There are two legitimate conditions:
Freed material at a cutting station. This is preferred. Carry or slide the released unit only by the approved transfer method to a stable station on the ground, scaffold, platform, or a structurally released roof area. Lay it with the smooth back or felt side visible on a sacrificial board or removed roofing mat. The support must be continuous under the line, unable to skate, and clearly separate from the roof deck, wiring, membrane, or flashing that must survive.
Partly released material at the removal front. Lift or fold the loose edge back far enough to see both the cut line and the space beyond it. Support the raised material on an approved sacrificial surface or on already removed roofing positioned for that purpose. Never use the live deck as the cutting board. If underlayment is to remain as temporary dry-in, treat it like the deck: lift the cut material away from it and do not score against it. If the assembly cannot be lifted enough to see what the point would meet, return to the removal tool and expose it before cutting.
Keep grit out of the fold and cutting station. Granules are abrasive, but a stone, nail head, or metal scrap under the line also deflects the blade and turns a steady stroke into a skip. Mark the boundary from the handling plan, not from an arbitrary tape measure.
Make the straight-knife cut
Inspect the knife. The handle must be secure and dry, the blade free of a broken tip or rolled edge, and the edge keen enough to score without brute force. A dull roofing knife is not safer; it demands force and is more likely to jump.
Set your body before the blade. Face the line from the stable side. Keep knees, legs, fall-system components, hoses, and the debris route outside the projected stroke. Do not reach across the line or twist on the slope.
Use a full, closed grip. Wrap the fingers around the handle with the wrist neutral. Keep the thumb and index finger behind the heel of the blade; do not choke forward onto steel. The other hand controls the material from behind the start of the cut, never ahead of or beneath the edge.
Start from an exposed edge whenever possible. Present only enough point to enter the released shingle mat or felt. Lay the blade low to the material; a steep point angle invites a plunge.
Cut away from the body and free hand. Arrange the work so the stroke travels away or laterally into clear space. If the only available motion aims toward a thigh, supporting hand, fall line, or another worker, rotate the unit or change position before cutting.
Score before trying to sever. On supported shingles, make one shallow pass through the back coating and into the reinforcing mat. Fold the material on the score. If it does not part, flatten it and repeat the same line with another shallow pass. Multiple controlled passes are better than one blind full-depth drive.
Separate layers instead of forcing a stack. Laminated shingles, overlapped courses, and old felt can shift relative to one another. Lift the top layer, cut it, then expose the next. A cut that suddenly becomes easy is a signal to stop pressure, not accelerate into the support.
Finish into air or sacrificial support. Shorten the last stroke so the blade does not run free when the section releases. Pouch the fixed knife—or close a folding or retracting adjunct—before lifting the piece or moving your feet.
For a partly released shingle strip, score the visible back across the intended boundary, fold the strip upward on the line, and complete the cut through the mat with another shallow pass if needed. For brittle roofing that fractures cleanly after scoring, let the fold finish the separation; do not chase a jagged edge with the point while holding it in the air.
Slice and roll exposed felt
Once shingles and fasteners are off the active strip, expose the felt edge with the shovel or flat bar. If the felt peels, roll it as it releases and keep the roll within the handling plan. Where it bridges the lane, support the exposed sheet, start at the edge, and use a shallow drawn cut away from the body. A hook blade can capture that edge for a longer pull; a straight roofing knife can make the same separation in short strokes when both sides of the sheet are visible.
Do not saw through felt while it lies tight on the deck. Old felt can be thin enough that the first pass reaches wood, or so embrittled that it powders instead of slicing. Lift it; if it will not lift, use the removal tool to shear under it and reserve the knife for the freed edge. Stop if the felt crumbles, reveals an unknown adhesive, or conflicts with the asbestos determination.
Transfer the unit before cutting the next one
Control the cut piece with its fastener points turned away from the body and travel path. Do not hug a floppy sheet against the torso or carry it where it blocks the view of footing. Use the assigned handoff, cart, chute, lift, hoist, or receiver; do not improvise a shorter route.
Keep roofing debris, metal, sharp fasteners, suspect material, hot material, and any regulated waste in the streams the site plan names. OSHA requires protruding-nail and debris hazards to be kept clear and suitable containers to be provided for collection and separation (29 CFR 1926.25).
If a unit will not fit or cannot be controlled, return it to a stable supported position and revise the section plan. Do not trim a moving, hanging, or half-loaded piece.
Inspect and read back every cleared section
Before opening the next lane, remove loose nails and fragments by the approved method and inspect the newly exposed assembly. Read back:
source zone and removal extent;
material layers actually found versus the survey;
lift-first result and why any cutting was required;
section definition and transfer route used;
knife or hook geometry used and whether the cut stayed on sacrificial support;
any blade contact, skip, or damage to the deck or retained assembly;
deck condition, openings, fasteners, utilities, penetrations, flashing, and moisture discoveries;
debris count or volume reconciliation at the named receiver;
temporary dry-in and weather status; and
disposition: accepted for the next phase, hold for deck repair, hold for utility/detail, hold for hazardous material, or hold for debris reconciliation.
A cut is not successful merely because the piece came free. The proof is a controlled unit in the correct receiver, no injured retained layer, an inspected deck, and a weather-safe handoff.
What goes wrong — and the correction
The knife will not enter the old shingle. Do not add body weight. Confirm that the edge is keen, turn the loose piece over, score the back, and use multiple passes. If it is still resisting, separate the laminate or switch to the authorized removal method.
The blade jumps or chatters. The edge is dull, the support is uneven, grit or metal is under the line, the blade is too steep, or too much stack is being cut. Stop, clean and support the work, restore the edge under the tool-maintenance procedure, and reduce the cut to one layer.
The point touched the deck. Stop the lane. Mark the contact, inspect the deck and anything below it, and record the finding. Do not erase the evidence with another pass.
The piece folds around the worker. It was not manageable for this route. Return it to support, add a second handler or mechanical transfer if authorized, or define a smaller unit from the receiver backward.
Felt tears into powder. Stop disturbing it. Reconcile the material condition with the hazardous-material plan; cutting a smaller piece is not the cure.
Nails keep catching the cut. The removal tool has not completed its job. Expose and pull the fasteners. A roofing knife is not a metal-cutting tool.
The cut approaches a vent, curb, valley, flashing, drip edge, or cable. End the general section there. Expose and dismantle the detail under its own method.
Debris piles at the eave or receiver. Stop cutting. Clear and reconcile the route before producing another unit; production never outruns receiving capacity.
The exposed deck changes footing or deflects. Leave the affected zone under the fall and structural plan. Covering removal can reveal a surface that cannot support the same travel pattern.
Weather threatens before dry-in. Stop opening roof, transfer loose units, and execute the temporary-weather plan. A larger production count is not worth an uncontrolled opening.
Short history footnote
The roofing knife followed a material that began as factory-made roll roofing. A 1940 National Bureau of Standards circular records asphalt-prepared roofing marketed by 1893, mineral-surfaced roll roofing by 1897, mineral-surfaced asphalt shingles by 1901, and general shingle use around 1911 (NBS, *Asphalt-Prepared Roll Roofings and Shingles*). Roofing shifted from long manufactured sheets to smaller shingle units; tear-off reverses that history by lifting those units and cutting only the stubborn continuous layers back into controllable pieces. No named inventor or first date is established for the fixed roofing knife or this tear-off method.
